Welcome to Sage Paul University (광계대학교) (SPU), the premier public research university of the Myeong Commonwealth, dedicated to transforming lives through education rooted in millennia of Confucian wisdom and sagely public policy training. SPU's  mission is to cultivate leaders who foster societies defined by humaneness, justice, propriety, wisdom, and trustworthiness, preparing graduates to address micronational and intermicronational challenges with moral clarity and practical expertise.

Sage Paul University aspires to be a global beacon for ethical governance and public leadership, blending the timeless teachings of Confucian sages with hands-on engagement alongside public servants. Prime Minister Baek Byeong-heon echoes this, highlighting the university’s role in uniting distinguished educators and policymakers to tackle diverse challenges, ensuring a lasting impact on the Commonwealth and beyond. As Chancellor, Supreme Patriarch John Paul celebrates Sage Paul as a historic milestone, restoring Asia’s Confucian educational legacy to empower tomorrow’s leaders with virtue and innovation.

Chartered by the Emperor-in-Council and with its foundation stone laid by HM The Empress Consort Won So-yong in July Seongchi 2 (2024), SPU upholds the Myeong Commonwealth’s confederal commitment to meritocracy, as enshrined in Article V(17) of the Constitution, preparing citizens to become exemplary public servants and scholar-officials.

Academic Divisions

Sage Paul College

Sage Paul College (광계칼리지) at SPU is the official civil service college of the Myeong Commonwealth. Eligible applicants, holding a bachelor’s degree with at least second-class second-division honors (or equivalent) from a recognised micronational or macronational institution, may take an aptitude test to join as Saengwons (생원; Hanja: 生員). After intensive study, Saengwons undertake the Hoesi (회시; Hanja: 會試) examination, assessing mastery of the Commonwealth’s Constitution, public administration, and international affairs. Specialised fields like artificial intelligence, monetary policy, or public health require additional exams. Successful candidates earn the Gongsa (공사; Hanja: 貢士) baccalaureate (GSB) degree, securing confederal civil service roles with advancement opportunities. Top-performing Gongsas are invited to the prestigious Palace Examination (전시; Hanja: 殿試), ceremonially presided by HM The Emperor on an annual basis, evaluating their ability to apply Confucian principles to complex issues. Those who excel receive the Jinsa (진사; 進士) licentiate (JSL) degree, marking them as elite scholar-officials, eligible for senior civil service roles.
